Florida Grease-Waste Hauler & Manifest Rules

Florida’s Chapter 62-705, F.A.C., and §403.0741 govern grease-waste hauling. Local governments may adopt stricter rules, and some eligible counties may opt out of parts of the state program.

State requirements

• Use a DEP-licensed grease-waste hauler, unless the narrow self-cleaner provision applies to an originator transporting its own waste in amounts under 55 gallons. Waste must go to a permitted or certified disposal facility.
• A written service contract with the hauler should be kept onsite. An originator retains completed signed manifests for one year.
• The hauler must complete and return the disposal portion within 30 days after disposal. The manifest records the originator, hauler, disposal facility, trap condition, cleaning, no return of graywater, gallons removed and disposed, and the facility ticket number.
• DEP licensing deadlines include application 30 days before starting, annual renewal by March 1, and license expiration on April 1. DEP lists a $100 administrative fine for failure to provide or retain a manifest, up to $250 for failure to clean, and at least $2,500 for unlawful disposal; repeat unlawful disposal can reach $5,000 and licensing action.

Inspection checklist

Before signing a manifest, confirm the hauler identity and license number, the disposal facility, gallons removed, cleaning statement, graywater statement, and signatures. Keep the removal copy onsite, then file the completed copy when the disposal facility and hauler signatures arrive. DEP or a local inspecting entity may check the contract and manifest records.

Charlotte County example

Charlotte County’s FOG page says a $10 monthly FOG fee begins October 1, 2026, for establishments with grease-control equipment. This is a county program fee, not a state hauler-license fee.
